School of Journalism and Communication, Renmin University of China It’s my great honor to be here to share my view with you. Hate speech is a big problem and my topic is the dissemination of hate speech that should be restricted. Hate speech dissemination should be restricted, if this is a consensus of global and legal community. The constitution, Civil Code, Criminal Law and other important laws of China, all impose restrictions on hate speech. Hate speech indicating national, religious and gender discrimination is prohibited by Chinese laws. The measures for the administration of Internet information services are issued by the State Council of China in the year 2000. It stipulates that Internet information service providers should not produce, copy, publish or disseminate speeches that undermine national solidarity, incite national hatred and discrimination. Attack policies of freedom of religion and beliefs [?] legitimate rights and interests [?] it’s very strict to restrict the hate speech. I want to say that from last September to July this year, one of my PhD students stating in the US as a visiting scholar, and she didn’t stay out at her rented apartment for quite a few months, since the outbreak of the COVID19. She said I wanted to stay away from the [?] but I feared more about the racist attacks on Chinese students. We also note that some Chinese students in other parts of the world have also been hurt by the Chinese virus rhetoric. So governments, international organizations, social media platforms and every one of us, need to work together to restrict hate speech dissemination in this phase, in this phase of the global issues such as epidemics. We are a community with a shared destiny. Hate divides us, but together we can win. This is the point I wanted to make. Thank you!
