representatives will be developed, allowing for the Working Group to
act as a focal point on their respective activities in the field of
minority protection.

The Working Group recommended that collaboration and cooperation with
the Office of the United Nations High Commissioner for Refugees
(UNHCR) and the specialized agencies, in particular the International
Labour Organization (ILO), and the United Nations Educational,
Scientific and Cultural Organization (UNESCO), be strengthened, and
new avenues of cooperation sought with, inter alia, the United Nations
Research Institute for Social Development (UNRISD), the World Bank and
the International Monetary Fund (IMF).

The Working Group decided that Governments be encouraged to establish
mechanisms which could facilitate dialogue and conciliation between
minorities and Governments. Particular reference was made to the
situation of minorities which was brought to the attention of the
Working Group. Information on the activities undertaken in that field
should be submitted to the Working Group.

Comprehensive programme for the prevention of discrimination and protection of
minorities
53. In compliance with Subcommission decision 1995/110, Mr. Eide, Subcommission
expert, was requested to prepare a second working paper containing further
suggestions for a comprehensive programme for the prevention of discrimination
and protection of minorities, including proposals for the examination of
thematic issues relating to racism, xenophobia, minorities and migrant workers.
It contains comprehensive information on the past achievements of the
Subcommission in this field, requirements for the development of a broader
strategy focusing in particular on the activities and mandate of the
Subcommission, the Committee on the Elimination of Racial Discrimination, the
Third Decade to Combat Racism and Racial Discrimination and the mandate of the
Special Rapporteur on contemporary forms of racism, racial discrimination,
xenophobia and related intolerance. In his conclusions, Mr. Eide recommended,
inter alia, that greater attention be paid to the role of the mass media in
promoting and protecting the rights of persons belonging to minorities, the
strengthening of human rights education to combat prejudice and racial
discrimination, further monitoring of the principles contained in the
Declaration, and the issue of citizenship and the rights of stateless persons.
