13- The need to form specialized committees working to achieve the development and reconstruction with people of the region with scientific and professional. 14- Administration of the province will be through the people competent and have integrity of the region. 15- The Iraqi government must offer fair compensation even though it must change its laws in order to compensate all internally displaced persons (including those outside Iraq). 16- That the Iraqi government and the Kurdistan region of Iraq, with the support of the international community and the relevant organizations, prepare a comprehensive plan and adopt a legal framework which facilitates the return to home for immigrants and refugees expelled but after having secured their subsistence and the safety of all the original components of the Nineveh plains. 17- The formation of a legal committee of competent lawyers and legal experts to record the violations, losses, and internationalization of the issue of the movement of persons which is recognised as a crime of genocide by the United Nations. 18. Religious fanaticism of all sorts must be combated or curbed by all means. Perpetrators must be brought to justice, in accordance with the principle of non-impunity under applicable national laws or by the International Criminal Court. The fact that our people are subjected to genocide because of Daesh is a war crime.
