• Further encourage Governments to ratify the International Convention on
the Protection of the Rights of All Migrant Workers and Their Families,
ILO Convention no. 181 and other relevant standards
• The United Nations Working Group on Business and Human Rights
should pay attention to the issue of recruitment practices and consider
developing guidelines
• Support Member States in sensitizing the private sector on human rights
abuses and implementing the Guiding Principles and other international
standards
• Provide any requested technical cooperation to support Member States in
transitioning towards an ethical system of international labour
recruitment
• Improve coordination on the issue of recruitment fees among migrant
workers across different United Nations agencies
• Support Governments in developing joined up data collection systems at
the national, regional and international levels, which allows for a full
understanding of trends and root causes
• Integrate concerns about the specific vulnerability of migrant workers
subject to abuse and exploitation by unethical recruiters into the further
development and implementation of the post-2015 sustainable
development goals agenda and migration management
• Consider how development programming in countries of origin can
address the push factors that lead migrants to seek precarious
opportunities abroad. Attention should be given to the gender implications
of such programmes.
