antisemitism must be, as part of the fight against all forms of bigotry and
discrimination, grounded in international law, including the International
Covenant on Civil and Political Rights, the International Convention on the
Elimination of All Forms of Racial Discrimination and the Durban Declaration
and Programme of Action.
96. The Special Rapporteur stresses the complex, multifaceted and pervasive
nature of neo-Nazism and related racism, xenophobia and intolerance. She urges
that strong commitment and sustained political will are required to address the
trends in neo-Nazism and related racism, xenophobia and intolerance that she
has observed over the last five years. She urges Member States to fully recognize
the danger posed by these trends and take comprehensive and effective action to
address them. In this regard, she draws the attention of Member States to the
recommendations that she has made to the General Assembly and the Human
Rights Council over the last five years and urges them to take action to ensure
the effective implementation of those recommendations.
97. Member States must take urgent and active measures to ensure that
educational systems develop the content necessary to promote truthful accounts
of the past, including the horrors of the Second World War, and to promote
tolerance and understanding of international human rights principles.
