9. Formation by the government of a public fund aimed at supporting the study of the state language and promoting the use of minority languages. 10. Support for and promotion of positive examples of informal education about human rights and national minorities by developing relevant programs among youth. 11. Ratification and qualitative implementation of the European Charter for Regional and Minority Languages. 12. Assessment of the representation of national minorities in the civil service and the implementation of specific programs to increase opportunities for underrepresented groups. 13. The qualitative implementation of national education programs and textbooks should represent the diverse character of Moldovan society, including the contribution of minorities to the development of society, and the promotion of civic identity. 14. Resume the use of affirmative measures for underrepresented groups, especially Roma, in relation to professional, technical, and higher education. 15. Amend the Education Code adopted in 2014, whose provisions lowered the standards for the protection of native languages. 16. Adoption of the draft law on the functioning of languages in the Republic of Moldova in accordance with international linguistic rights norms.
