Civil society organizations, religious communities, national human rights institutions and other actors can and should play a crucial role in countering incitement to hatred directed against religious or belief minorities by speaking out in support of those minorities. It is important that target groups of hatred feel they have not been left alone. Public expressions of solidarity can also prevent further escalation and violence and create an atmosphere of inter-communal trust. 22
