The author of the communication is Tiina Sanila-Aikio, a national of Finland born
on 25 March 1983. She submits the communication on her behalf, on behalf of the Sami
people of Finland and in her capacity as President of the Sami Parliament of Finland, as
authorized by its Board. The Optional Protocol entered into force for the State party on 23
March 2012. The author is represented by counsel.
