A/HRC/61/49/Add.1 receive the support necessary to continue the implementation of the free, prior and informed consent plan for Hin Nam No National Park, ensure that specific attention is paid to continuing to explain the concept of free, prior and informed consent to all parties and in particular to the local village residents, with a view to ensuring that their consent is free and true, and ensure that attention is also paid to enabling the consolidation of land- and forest-use rights in by-laws and Park regulations and ensuring the maintenance of the co-management approach to the Park in the long run; in that regard, the Special Rapporteur would appreciate receiving updated information about the level of implementation of the free, prior and informed consent plan recommendations and the remaining steps; (o) Ensure that persons have the right to quality education and training that fully reflects respect for their cultural identity; this means, in particular, ensuring the teaching of, and teaching in, minority and Indigenous languages, where relevant; (p) Phase out the practice of boarding schools and develop alternatives that do not require children to leave their communities. 89. Development partners should: (a) Move further away from a needs-based approach towards a human rights-based approach in their programmes; (b) Abide by their international obligations to not support projects that contribute to human rights violations, for example through assimilation policies or the lack of real and meaningful participation of communities affected by development or nature conservation projects; (c) Apply a cultural rights-based approach to all their projects and initiatives so that they enhance and promote the traditions, visions, aspirations and priorities of all people with no discrimination; (d) Ensure the implementation of the Guiding Principles on Business and Human Rights when commercial enterprises are involved.
