A/HRC/46/34/Add.1 United Nations General Assembly Distr.: General 24 December 2020 Original: English Human Rights Council Forty-sixth session 22 February–19 March 2021 Agenda item 3 Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development Visit to Tuvalu Report of the Special Rapporteur in the field of cultural rights, Karima Bennoune* Summary The Secretariat has the honour to transmit to the Human Rights Council the report of the Special Rapporteur in the field of cultural rights on her visit to Tuvalu from 18 to 24 September 2019. The purpose of the visit was to understand, in a spirit of cooperation and constructive dialogue, how the Government endeavours to implement cultural rights and identify good practices in, and possible obstacles to, the promotion and protection of cultural rights in Tuvalu. The Special Rapporteur addressed, in particular, issues related to everyone’s rights, without discrimination, to participate in cultural life, to access and enjoy public spaces and to participate in the development and implementation of policies that have an impact on the exercise of cultural rights. She also addressed the challenges raised by the impacts of the climate emergency, especially on cultural heritage and the continuity of ways of life, and the opportunities that the exercise of cultural rights might afford in finding means of facing those challenges, including in the light of the Sustainable Development Goals. The Special Rapporteur makes a number of recommendations with a view to assisting the country in its efforts to implement cultural rights for all. * The summary of the report is being circulated in all official languages.
