A/74/255 On accessibility 96. Accessibility should be actively promoted as a collective good that benefits all. This requires the active and meaningful participation of persons with disabilities and their organizations, as rights-holders and as agents and beneficiaries of development, during all stages of the development and preservation of public spaces. 97. The cost of accessible transportation, especially adapted transport fo r persons with disabilities, should not be borne fully by users who require these services to ensure opportunities for full and effective participation in cultural life. 98.
