"Based on over a decade of ethnographic
research in New York City and Los Angeles,
I have two recommendations
for the government
of the United States.
'1. First, theoretically,
I recommend
utilizing
creative
youth development
and
defiant joy theories
in multi-lateral
debates,
programming,
and language
education
initiatives.
These theories
provide frameworks
that connect
both
language
and culture.
2. Second,
implementing
these two theories
through
the art forms of jazz,
swing, mambo, and salsa. These popular music and dance forms, created
or innovated by African Americans
or people
of African
descent
in the
Americas, integrate language
skills,
advance
knowledge
of corporal
language,
center inter-cultural
dialogue,
facilitate
gender-equality,
and
promote
good-health
and well-being.
